This is the full text of Senate Bill 196 of 2011. This bill would change the process for an insurer to raise their rates. Insurers would be required to notify policyholders of potential rate changes no less than 60 days before their proposed effect date. Policyholders could request a public hearing to be held by the Insurance Commissioner.
